Air India, politicians and corruption.

-->
This letter reveals the inside story
By Capt. RL Mathur

Why Air India is going into heavy losses and how corrupt politicians are looting public money.
Read the inside story told By Capt. Mathur.

There has been a lot of discussion in the media regarding foreign pilots (also known as “expat pilots”) in the aftermath of the tragic air accident at Mangalore.

The Minister of Civil aviation, many bureaucrats, airline officials and even a few journalists have gone to great lengths to explain how experienced foreign pilots hired by Air India and private airlines are essential to the Indian aviation industry.

A retired spokesperson of Air India, who has no business to speak on behalf of Air India anymore, has been repeatedly appearing on television to painstakingly explain how important foreign pilots are to the company.

Clearly the air disaster at Mangalore with a foreign pilot at the controls has made a lot of powerful people worried .Very worried.

The point however is not whether foreigners should be allowed in Indian carriers or not. Some of them are highly experienced and respected professionals who have undoubtedly made a huge contribution to the Indian airline industry. This article is not about them.
It is about a shady scheme on gargantuan proportions, backed by government policy and a well oiled system that feeds on unimaginable corruption, on a scale that would astonish every innocent fare paying air passenger.
Air India is a government run Public Sector Undertaking and thus, it is assumed that rules applicable to other government institutions meant to keep corruption under check would apply to it too. The Ministry of Defense, for example has strict rules debarring the involvement of private middlemen or brokers in facilitating defense contracts.
Other ministries have strict guidelines on the recruitment of qualified personnel or consultants where a transparent tendering process has to be adhered to.

In the case of Air India and its subsidiary Air India Express, such rules do not seem to apply at all.
Some years ago, the ministry of civil aviation that ran erstwhile Air India and Indian Airlines, cooked up unrealistic passenger growth projections and placed massive aircraft orders for Air India and Indian Airlines. Private airlines only too eager to float shares to rake in public money and capitalize on the hype jumped in the bandwagon. Overnight, hundreds of vacancies for pilots were created.
Air India began hiring foreign pilots in 2003.Other reputed companies like Singapore Airlines and various Gulf Airlines such as Emirates, recruit foreign nationals too but with great transparency. Foreign pilots hired by them are a part of the regular workforce and are directly hired, without involving middlemen, on local terms. European airlines do not hire non EU nationals.
In Air India’s case, no global tenders were floated for foreign recruitment firms and no advertisements in newspapers announcing vacancies for foreign nationals appeared. Bureaucrats and officials in Air India, hand in glove with their counterparts and politicians in the Ministry of Civil Aviation, Ministry of Labor, Home Ministry, Ministry of External Affairs and other agencies hastily cleared the proposal to hire foreign nationals and the policy of recruiting foreign pilots was established. Politicians of opposition parties were roped in and a cozy arrangement was made.
To bypass opposition from its own employees and to circumvent elaborate transparent recruitment procedures and various laws, a defunct subsidiary, Air India Charters Ltd was revived and used as the vehicle to issue foreigners contracts. Hence the hundreds of foreign pilots in Air India and Air Express are routed through Air India Charters Ltd through recruitment firms and then using a legal loophole, deputed to Air India and Air India Express.
Private firms comprising middlemen and brokers, with the respectable title of “Aviation Consultants” were approached and many of these, such as Rishworth Aviation, Parc Aviation and scores of others appeared out of the wood work. Overnight, new consulting agencies sprang up, some in murky tax havens like the Isle of Man and Channel Islands. All suddenly began to offer “experienced” pilots from all parts of the world. Many of these foreign pilots had and continue to have no clear track record. Some claim to have thousands of hours of flying experience in countries as diverse as Russia and Rwanda. Some of the airlines and countries (such as Yugoslavia and Czechoslovakia) that these pilots flew in do not even exist anymore. No background checks are carried out by either Air India or the Indian Government. Strangely the agency of middlemen, or “consultant” supplying the pilots, is entrusted with this task.

Lucrative contracts were tailor-made to lure foreign pilots in droves.
Decades of rules meant to harass Indian pilots such as stringent medical standards were waived off by the government for foreign pilots. Air India’s pilots who are Indian nationals, have to undergo a DGCA medical test known as a Class I medical examination and then are again subjected to an elaborate company medical test known as a Pre Employment Medical Examination (PEME).None of these apply to foreign nationals in India.
For example, an Indian pilot may not be allowed fly an Indian passenger aircraft wearing a pacemaker but a foreigner most probably would because the medical standards in his country allow it. There have been cases where Indian pilots who are permanently medically grounded by Indian authorities get foreign citizenship and foreign licenses and return to India to fly planes on “expat” terms. At least two such “foreign” pilots have served Air India on such a contract.
In fact foreign pilots flying Indian registered aircraft are not even required to have Indian flying licenses! All they had to do is produce “proof “of experience and a foreign license and the DGCA issues a “temporary authorization”. Such “proof” of experience could be a fake certificate or a fake rubber stamp but nobody carries out a background check.
A foreign pilot is not legally answerable to the Indian DGCA since he does not have an Indian License. The DGCA can neither revoke nor suspend his flying license. Technically, an Indian Co Pilot involved in a serious air accident may lose his flying license and his job; whereas the pilot, if he is a foreigner can take the next flight home and start life on a clean slate!
To prevent the foreign pilots from coming under the ambit of direct taxes in India, the pilots are “officially” based in foreign countries such as Dubai and not given “local” terms of employment. Every month Air India pays the foreign recruitment agencies the salaries of these pilots along with a commission or “consultancy fees” to foreign bank accounts. This is turn trickles back to the various politicians and officials who patronize the system.
Not surprisingly, a foreign pilot who recently approached Air India for a job recently was asked to route his application through a recruitment agency!
As a result ,hundreds of crores of income tax that would have normally gone to
the Indian Income Tax Department through TDS had these pilots been based in India, is diverted to foreign bank accounts in foreign countries
“Liaison officers” and “advisors”, meant to “facilitate” business interests, are regularly appointed by these foreign recruitment agencies to “liaise” with the various ministries and departments. Two of Air India’s senior most executives have retired in the past one year and have joined such firms as “liaison” officers. Another, a retired CMD, continues to show great personal interest in negotiating foreign pilots’ contracts on behalf of recruitment agencies.
Foreign pilots are provided more leave, sometimes up to ten days in a month – the justification being that they need to go home to be with their families. Indian pilots flying for Air India Express are made to go on postings for fifteen days at a stretch and given one day off at their home base. Ironically these Indian pilots spend three to four days every month with their families and the foreigners (who could be from neighboring Nepal or Dubai) spend more than a week to ten days every month on holiday.
Foreigners also get paid a higher salary and are entitled to five star hotel accommodations even when not flying. As a result, hundreds of hotel rooms are booked by Air India at exorbitant rates – a percentage of which presumably flows back to some officials.
This murky system in Air India of the past seven years has quietly gone unnoticed. As long as flights took off on time and passengers reached their destinations nobody really cared. Unions cried themselves hoarse- only to be drowned in the din of the money power of powerful lobbies and an ill informed media often hesitant to upset a mega industry that generates lucrative advertisement revenue
The air crash at Mangalore need not have necessarily been caused by an incompetent foreign pilot. This article is not meant to disrespect the majority of foreign pilots in India. But the larger issue of rampant corruption and greed must be addressed immediately. Little wonder that all the officials in the dishonest food chain are now working overtime to cover up the issue. Sadly the one hundred and fifty eight innocent people that have been killed cannot speak for themselves anymore.

Therefore we, the rest of the nation, must stand up in one voice to demand a CBI enquiry to unravel the mess. We cannot afford to wait for another air disaster to prove the politicians, bureaucrats and officials wrong.
Because the next time a shady foreign pilot from strange country with a dubious qualification or medical history crashes a plane, you and I could actually be on it.
Capt. RL Mathur

Dear Prime Minister,

You will say, these are only allegations. Anyone can make allegations. You need to prove charges.

Would you investigate these serious charges to expose the corruption in your government?

After all, it is a loot of public funds and you and your government is entrusted with the job to safeguard wealth that belongs to people of India. It is not a a Private Limited Company owned by one Proprietor?

Is IPL and BCCI a big scam?

Why every politician want to be a part of IPL and BCCI?

IPL tamasha is going on and we are spectators watching it. We love cricket for sure and we will do anything for the love of it. Since we love the game so much, our usual reaction to such a scam is.. oh, let me enjoy the game. That's politics. Well, you may be right but for a minute, think, would you like to be fooled?

Made a sucker??? Surely not. Right?

So, if you feel there is something fishy, murky, messy about this IPL Cricket, speak up! Write your comments in the comments column for others to know what you think about IPL and BCCI.

Feel free to voice your opinion in the comments column at the end.

My thoughts : Game of Cricket is loved in India by millions. For Indians it is like, Eat Cricket, Drink Cricket, Walk Cricket, Talk Cricket..it does bring communities together, sporting teams together, fans together, families together. No wonder it is loved by millions. So there need not be two opinions about this great sporting game that provides great entertainment value to ordinary people of every hue, every age and gender.

It is also called a gentleman's game. But is it really today?? Is a big question that needs an answer.

We all cricket lovers accept cricket as a great sport. But today, that is not the issue. It is about, what is happening under the name of this game? The good, bad and the ugly. I have been following the news closely on tv channels on this so called IPL Gate and also watching debates by different professionals and politicians. And every participant in the debates and discussions is talking about how great IPL of Lalit Modi is. And Lalit Modi has made it a grand success by providing a great class of entertainment to millions of cricket lovers in India.

But who is denying that ?
The main question is dodged by every investor and participant of IPL and BCCI. What is happening under the name of this game where millions of Dollars are invested by faceless investors. Money is coming from overseas to buy rights and teams. Whose money is it? Who are the people investing in millions of dollars? Who knows who are they?

We are talking of corruption and corrupt practices here. We are talking about money laundering. We are talking about black money. We are talking about betting going on in millions of Rupees. We are talking of underworld's involvement.. Media reports and initial investigation is talking about " dubious fund sources from abroad, including arms dealers from Gulf countries. The names of ministers from cabinet rank and their relatives involvement is reported in media. We know as commoners that this is a racket of many powerful and influential politicians and businessmen whose personal interests are involved in BCCI and IPL. That is why Vijay Mallaya, Shilpa Shetty , Prieti Zeenta, and many ministers are seen giving statements in front of tv cameras, saying, these are all stories dished out by media and there is no truth in it.. There is no iota of truth in any allegations against Lalit Modi or any investors. The question is why are these people defending Lalit Modi?

How can they make such sweeping statements when investigation is still going on and not yet over? And why should they defend others? We are cricket lovers is one thing but not suckers. Lalit Modi three years back was nobody and suddenly pays income tax in crores on his earnings? What is his source of income that gives him such phenomenal earnings? For all you know, he may be just the front man for others who have loads of unaccountable money? Like politicians, bureaucrats, underworld, businessmen, or anyone else?

Who are these ministers and their in-laws involved in this scam? Some one rightly said today on one leading tv channel discussion that Shashi Tharoor was only the TIP of the ICE BURG. The Ice Burg below the water must be a massive one and it is important for aam admi to know who is making the big buck.

In the end, we all know people like Lalit Modi, Sunanda Pushkar, and many unknown names who we still don't know are only front men acting on behalf of these politicians, businessmen, whose money has found a place in IPL and BCCI. We want to know who they are. Because, IPL has indeed created corrupt racket and the present class of politicians are responsible for this. They must be exposed and thrown out.

Police Aatyachar in Day light

Brutal, uncivilized police of UP.

Did you watch the most outrageous, uncivilized and brutal act of a UP Police man beating a woman on camera  yesterday?

Can you imagine, The man in  khaki uniform can shamelessly beat a woman on TV Camera? This UP cop knew well his act is being aired live on national TV channel. And still, he had the guts to beat a lady mercilessly in front of a camera?

I was wondering whether we live in a civilized society or in a jungle?

The live story aired by TV channel says a lot about UP rule. In UP, there is no civil rule. There is a jungle raaj. The news reports in the past have reported similar stories of brutality by police in khaki and  might is right there.

But what I am surprised is...

Where is Mulayam singh Yadav?  Amar Singh ?  Jaya Prada? Sanjay Dutt? Jaya Bachan? Abu Aazmi? Who call themselves from Utter Pradesh?  Why are they quiet?  Or is it only election slogans?

They are the same leaders who created "Hungama" in the parliament house,  when one insane young man from Bihar came to Mumbai, said, he has come to kill Bal Thakray. Shoots passengers in the bus. And when police finally decide to end the nerve raking drama, the episode got over. But the following vigorous political campaign on the same episode was made so big by the North Indian leaders saying " No law and order in Maharashtra".  Lives of North Indians are not safe. There meeting with Prime Minister to exert political pressure to impose President Rule in Maharashtra was another political drama staged by same leaders of UP and  Bihar, If I remember it correctly.

Where are you all now when a Dalit, poor woman is beaten up by a cop in front of camera?

Specially, I want to ask Jaya Prada, Jaya Bachan, being women, don't you think you must take up the issue with the UP authority? You must, being women, Protest and condemn the act committed in day light?  You are all from UP you claim when election time comes.  And what are you doing for your own people now ? Why is it that Mayawati Government is not taken to task for this brutality with the poor of UP? Who will fight for the rights of poor in UP, if not you?

We know. You will not fight. You are happy staying in Mumbai enjoying comforts of Mumbai and cushy life.

You remember Utter Pradesh onlywhen election time comes. You have no concerns for poor people of UP otherwise. To win North Indian votes, and to show, you are fighting for the poor of UP and Bihar, you use Balasaheb and Raj Thakray names. At least, they are honest to claim that  they are fighting for the rights of Maharashtrians, Marathi manus and Maharashtra. And they are staying in their own states and fighting for their own people.

But look at you.? You are enjoying the comforts of Mumbai, making name and fame, making millions and being dishonest with your own people. Sitting in Mumbai, are you solving problems of your state people? Are you kidding?

It is unfortunate that UP and Bihar have been unlucky for not getting good leaders with exceptional leadership qualities and honest characteristic. Not one leader has emerged with clean character and progressive vision so far and that is why you see "Brain Drain from both these States.

Every state must have a strong leader in opposition to take up the issues of the local people. That is what the democracy is all about. You can not say if you are in power, we want to finish opposition. That is completely undemocratic.

Bihar is known specially for exceptional talent pool in administrative competence.

No doubts about that claim. Nalanda University, one time  internationally famous  for parting highest quality education, was situated in Bihar. That is good enough a proof for establishing a fact that once upon a time, a pool of great academicians came from  this region. Culturally it was rich too. You need to think hard, why is it in this state today? When the region has best of talent to offer to other states, why is it that, it is not used for the development and progress for the same state and people?

This can happen only when the leaders from the region have honesty, integrity and a will to sacrifice for their own people. Selflessly. Unfortunately, the present political class lacks all these merits. And this is why I say, if you don't fight for your own rights, you will  keep allowing, insincere, dishonest and selfish politicians running your governments.

The result is... they will keep making money. They will rule you like Maharajas. And you will be at their mercy.  Think. It is time to demand a change.

Is our Government capable of dealing with Terrorism ?

Is this government capable of dealing with Terrorism ?

Is the present day government competent to deal with Terrorists and Terrorism?

Is this government capable? Does this government have the political will and determination to firmly, boldly and outrageously deal with Terrorists?

We see, leading national TV channels hosting  debates after debates. After every bomb blast and terror attack, electronic media invites few politicians who like salesmen,  dish out their political speech. Same old arguments. months after months. Blaming each other and digging old skeletons of the past governments. Somebody else is responsible but not our government.

These shameless politicians, when a mother and father of a lost son or a daughter, sister, or a brother are still mourning and in deep sorrow,  talk some nonsense in these high drama debates. You feel like telling these politicians, administrators, bureaucrats that,  enough is enough. We are talking about next Terror attack and the next and the next, when someone will again loose a father a mother and a sister or brother.

For heaven sake...

STOP playing vote bank politics. If you can't save our lives, lives of our loved ones, Quit.

Or...Talk of efficient intelligence network in place. Talk of stricter laws. Talk of illegal immigrants from Bangladesh, Pakistan. Talk of efficient security force. Talk of a defense force in place in every state like an Army which can deal with well trained enemy. We need soldiers to deal with terrorists.

We need to see ACTION  and action plan. Not your political speeches.

It is not a job of local police force. They have their own problems. They are overworked in giving security cover to politicians, Bollywood personalities and even small time politicians from every small gally. They carry 1856 riffles? Batons?  They are not trained for terror attacks. The politicians running the governments are using, misusing and abusing the police force for their own gains. Look at the classic example of "My Name is Khan" movie release? Almost entire police and security force all over Maharashtra was used to just release one film. It was like a state sponsored show. And at whose cost? Taxpayers expense. The CM of Maharashtra owe an explanation to the electorate.

What really do we have in place after 26/11?

Just nothing. Our sea links are still not covered adequately with security cover.  26/11 exposed this administration of their incompetence and huge weaknesses resulting in 26/11 deadly terror strike. The shameful thing is,  center every time blames State government and State blames Center. What a pity? The common people are dieing on the street. In the bus. At railway stations. In the bazaar. Malls. And  the politicians move around with Z  plus plus security rings around them? What a shame?

The question common man today asking is....

Are you going to just keep talking that we will do this and that? Or...as a governing body in place going to perform?  To save us from next terror attack.

Finally...The buck must stop going around.

As a concerned citizen,  if you share my sentiments, do write here so that you will not be taken for granted and may be you will  help save your loved ones loosing life in terror attacks.

I know, there are no permanent solutions. But it is a war we must fight.

Terror strikes again...

I do not wish to Die. Let me live fearlessly.

If I feel this way, you can not blame me. You can not call me paranoid.

I understand well, this is no time for blame game. But it surely is a time to take a stock of the situation objectively. It is a high time I exercise my right to live peacefully, fearlessly and hold people answerable and accountable who we elected in power.

You need to look at how well prepared our security and intelligence agencies are?

Are they well trained? Are they well experienced? Are they well prepared to deal with terror and terrorists? These are many questions raised when we are exposed to terror attacks so easily.

The news reports saying, the handlers are based in India and have their network well organized.

This is a serious concern and it becomes more so because hundreds of Bangladeshis and Pakistanis are crossing the borders and settling in Indian cities. Because India is a safe heaven for them. Some are coming through official channels and simply not returning back to their country of origins. Where do they go and settle? In every investigation, it is found that the terrorists plans were executed with the help of local net work  who are based in India and providing all support from making explosives till planting them at selected places. Pune blast  investigation is pointing the same. 26/11 too was a similar story and all previous terror attacks too, received a local support.

Now the bigger questions need answers are....

why our intelligence fails every time to nab the culprit? How is it that the  US intelligence is ahead, quick and gets to know to warn us of possible terror plans well in advance?

In Pune Blast case too, we had received intelligence information from US, our Home Minister claims and further states that the same was passed on to Government of Maharashtra. That is State Home Ministry and CM.  Now the questions need to be answered are...

What was the State government doing after receiving the information? What action plan was drawn to safeguard lives, places?

I read in the print media that Home Ministry said, information received about possible Terror attacks  was sketchy, vague and not clear? But Pune, Mumbai names were mentioned in the intelligence reports and also areas like Osho Ashram. If this is true.

Why was it that our own intelligence could not take the leads seriously and dig-in for more information?

We criticize US immigration style of handling visitors if we are stopped at their entry points and questioned as a rule and law of the land. That may sound to some Indians  paranoid approach  or a sort of harassment but, because they are damn serious,  and 9/11 has taught them a very costly lesson, they do not take chances. They do not wish to loose one single life in terror attack anymore.  They take security of their citizens and country seriously and if required willing to go all out in their defense because they consider...

IT is a WAR against their country and US citizens. And so, they just want to finish their enemy. No talks. No discussions. No debates.

Here in India, surprisingly, the Minister says on Camera, this type of small incidents will keep happening. You really can't stop such attacks. You need not make a big issue of such small incidents? Can you beat it?? With this kind of attitude, can they ever fight Terror head on? Can they ever provide security to common people on the roads?  The political class of today is become shameless. Do you believe with this attitude they can provide you and me safety.

NO. NEVER. NEVER EVER.

I have said this before and will say it again. Unless you treat this like a war like situation, You will NEVER  succeed in your efforts.  Unless you punish your attackers, you will never win this war. Unless you display Iron will, you will never ever stop the enemy. Hang them. Kill them. Crush them. The only approach to teach them never try to push your luck with us.

Throw the illegal immigrants out

Scan them to find out who have links with outside handlers. Nab them. Punish them severely that the others will not have the guts to ever dream of setting a foot on Indian soil.  Those politicians who support them to create vote banks for themselves and settle them on Indian soil, declare them traitors, unpatriotic and put them behind the bars.

Corruption at all levels is major cause why illegal immigrants settle. For 50 and 100 Rs you can get a ration card. You can get birth certificates. You can get passports.

There is an urgent need for Identity cards for every citizen

YES!  it is a must.  We have been only talking about it and discussing. Again a political game is being played and for many years we could not do it. Millions of rupees so far are spent and millions must have been pocketed by ministers. The political will is lacking. The reason is,  political parties are engaged in building their vote banks in all slums. The slums are protected by politicians for their own political gains. Who cares for the terror attacks? The political class moves with Z security and has nothing to worry. It is the amm aadmi whose life is at stake. He /she leaves in the morning for work and not sure will get to see the family.  Family is not sure either. What a life?

Some one lost a young son, a daughter, wife. father, mother, brother, sister, who cares?

But I do. I am a man on the street. I am a common man who travels in train and Bus. If I die, nobody will loose anything. It will not make a dime of a difference to this government or any politician.

But my family will suffer like many families are suffering. Just like the next door one.  I will talk against this corrupt system. I will talk against non performing government.  I will talk against incompetent ministers.

Because I do care.

If you care for your life, do say so here in support. It will inspire many others and may be we can change the system.

And I truly believe we can.
